Generally, upon reinstatement, a veteran is entitled not only to all base pay but also to all other elements of pay that he or she formerly received, such as travel expenses or bonuses. A reemployed veteran is entitled to have the time he or she spent in military service counted as “consecutive working service” for the purpose of determining eligibility for pay increases. An exception to this general rule is where the present holder of a veteran’s former position receives more pay because of some particular skill or qualification that the veteran might not possess. A veteran is not entitled to pay increases if individual skill, training and ability, rather than a general wage scale, determined the level of pay for the position.
