White House Press Secretary Robert Gibbs indicated the administration would consider an alternative vehicle for getting a health care reform bill to the president's desk by the end of 2009 if it cannot be done in regular order. Asked whether the president would sign a health care reform bill under the budget reconciliation process, Gibbs said he believes Congress is making sufficient progress on health care reform, but he added that if that becomes no longer the case, "then we will look at alternatives," Gibbs said at a press briefing on November 9.
