from Spencer’s Benefits Reports: The number of health insurance mandates in the states grew from 2,133 in 2009 to 2,156 in 2010, according to the Council for Affordable Health Insurance (CAHI). The study, Health Insurance Mandates in the States, 2010, noted that a health insurance mandate is a requirement that an insurance company cover specific health care providers, benefits, or patient populations. CAHI found that mandated benefits can increase the cost of basic health coverage from a little less than 10% to more than 50%, depending on the state, the specific legislative language, and type of policy.
Rhode Island tops the list with the most mandated benefits, at 69. This is closely followed by Maryland (67); Minnesota (64); Texas (60); and Connecticut (59). Idaho had the fewest mandated benefits, at 13. Alabama (19), Hawaii (23), Michigan (25), and Utah (25) also had a low number of health insurance mandates.
