SSA announces renewal of computer matching program with law enforcement agencies

The Social Security Administration has announced its intention to renew a computer matching program that it conducts with law enforcement agencies (LAs). The renewal will be effective no sooner than 40 days after notice of the program is sent to Congress and the Office of Management and Budget, or 30 days after the June 5, 2009, date the notice appeared in the Federal Register, whichever is later.

As described by the agency, “the purpose of this matching program is to establish the conditions under which LAs agree to disclose fugitive felon and parole or probation violator information to SSA. SSA will use this information to determine eligibility under Titles II, VIII, and XVI of the Social Security Act and to select representative payees.” Under the program, law enforcement agencies will submit to the SSA names and other identifying information of individuals who are fugitive felons or parole or probation violators. Specifically, the program matches source jurisdiction records with the following records systems: Supplemental Security Income Record/Special Veterans Benefits (SSA/OASSIS 60-0103), the Master Beneficiary Record (SSA/OSR 60-0090), the Master Representative Payee File System (SSA/OISP 60-0222), and the Master Files of Social Security Number (SSN) Holders and SSN Applications (SSA/OSR 60-0058). The SSA will then match this information against its own payment records as a first step in detecting certain fugitive felons and parole or probation violators who should not be receiving benefits under Titles II, VIII or XVI or who are prohibited from serving as representative payees.

The full text of the SSA's notice was published in the June 5, 2009, Federal Register (74 Fed. Reg. 27056).
