When the CAA was amended in 1970, Congress directed EPA to develop numerical standards for major pollutants of concern. There are currently national ambient air quality standards (NAAQS) for six pollutants. The six pollutants, known as criteria pollutants because the standards are determined using health-based criteria, are:
On May 20, 2008 (73 FR 29184-29291), EPA proposed to revise the NAAQS for lead so as to provide increased protection for children and other at risk populations from an array of adverse health effects. EPA has proposed to significantly lower the lead NAAQS from its current level of 1.5 mg/m3, to a level in the range of 0.10-0.30 mg/m3. As part of the May 20, 2008 action, EPA has proposed to find that the current lead NAAQS should be revised because it does not meet CAA requirements to protect public health with an adequate margin of safety. The proposed level of the lead NAAQS is primarily intended to provide increased protection from air-related IQ loss in children.
