The House passed legislation on September 22 that would provide an additional 13 weeks of unemployment insurance benefits for workers in states with unemployment rates of 8.5 percent or higher on a three-month rolling average. Lawmakers voted 331-to-83 to pass the Unemployment Compensation Extension Act of 2009 (H.R. 3548), which was introduced by House Ways and Means Income Security and Family Support Subcommittee Chairman Jim McDermott (D.,Wash.). The extension would be partially paid for by a one-year extension of the 0.2-percent Federal Unemployment Tax Act (FUTA) surtax paid by businesses. The bill would also require that current reporting on new workers include their start date, thereby reducing unemployment insurance overpayments. If the Senate fails to act, the FUTA surtax will expire at the end of 2009 ( Stephen K. Cooper, CCH News Staff).
