House Education and Labor Committee passes Paycheck Fairness Act
The House Education and Labor Committee last week marked up and reported out the Paycheck Fairness Act (H.R. 1338), legislation that would amend the Equal Pay Act to provide more effective remedies against sex-based wage discrimination. The House panel approved a substitute version of the bill introduced by Representative George Miller, committee chair, in a 26-17 vote.

State lawmakers introduce 198 employment-related immigration bills in first half of 2008
State legislators introduced 198 employment-related immigration bills during the first half of the year, according to a report released last week by the National Conference of State Legislatures (NCSL). 18 of those bills have been enacted into law. "We're witnessing a trend of states willing to take the lead in responding to immigration challenges when Congress will not," said William T. Pound, NCSL executive director.

EEOC issues new Compliance Manual section and guidance on religious bias
A new Compliance Manual section addressing workplace discrimination on the basis of religion was issued by the US Equal Employment Opportunity Commission (EEOC) on July 22, 2008. The new Section 12 includes a comprehensive review of the relevant provisions of Title VII of the Civil Rights Act of 1964 and the EEOC's policies regarding religious discrimination, harassment and accommodation. The federal agency also issued two companion guidance documents: Questions and Answers: Religious Discrimination in the Workplace and Best Practices for Eradicating Religious Discrimination in the Workplace. All three documents are available on the EEOC's website.

Female democratic lawmakers hold rally, request passage of fair pay legislation
A group of female Democratic lawmakers held a rally on July 17, 2008, to support the passage of legislation that would overturn Ledbetter v Goodyear Tire & Rubber Co, Inc, a controversial decision from the U.S. Supreme Court that limited the time in which employees can bring disparate pay claims under Title VII. The fair pay rally, which was organized by Senator Barbara Mikulski (D-MD), also focused on another pay equity bill pending before Congress, the Paycheck Fairness Act. The rally is the first event in a series involving the "Checklist for Change," a list of ten issues compiled by Democratic women in the US Senate that Congress can address in order to provide equal pay for working people, keep good jobs in America, fight global climate change and restore America's image around the world.
